Support for Charging Infrastructure

Availability of charging infrastructure is a prerequisite for electric mobility. Government of Karnataka will develop charging infrastructure as a commercially viable business venture that attracts private investment. The comprehensive set of measures to be undertaken in this regard are represented below

  • Standards for battery, charging infrastructure & swapping mechanism etc.
  • Encouragement to private players to set up Automotive Research Association of India (ARAI)-compliant/BIS Standard, electric vehicle charging Systems/ infrastructure.
  • Identification and provision of land belonging to Government / Government agencies on long lease basis
  • Special Purpose Vehicle (SPV) involving BBMP, BMTC, BESCOM, KREDL, KIADB and other related agencies for creation of charging infrastructure in Bengaluru.
  • Incentives by way of investment subsidy for setting up of the first lot of 100 fast charging stations.
  • Facilitation in providing required electricity supply from grid and examine special tariff at commercially viable rates for electric vehicle charging stations.
  • ESCOMS to examine bringing in amendments to their policies and allow re-sale of power to encourage setting up of charging stations.
  • ESCOMS to examine permitting use of solar energy / renewable energy at low connection cost and offer zero wheeling charges by EV charging stations.
  • Provision of fast charging station/ battery swapping infrastructure at every 50 kilometers on highways between prominent cities with heavy vehicle density
  • Amendments to building byelaws for providing charging infrastructure in all high-rise buildings/new SEZ/ Technology Park/ Apartments
  • Encouragement to existing apartment associations to provide special dedicated plug/charging station
  • Provision of charging stations by BMRCL / BMTC / KSRTC / BBMP for two wheelers at their parking stations to encourage electric vehicles for last mile commute.
  • Amendments to building byelaws for providing charging infrastructure in all high-rise buildings/new SEZ/ Technology Park/ Apartments
  • Encouragement to existing apartment associations to provide special dedicated plug/charging station
  • Provision of charging stations by BMRCL / BMTC / KSRTC / BBMP for two wheelers at their parking stations to encourage electric vehicles for last mile commute.
  • Charging infrastructure for government employees’ personal transport vehicles in all Government buildings
  • Encouragement to lease / or pay-per-use business models with battery-swapping station network, integrated payment and tracking system
  • Facilitation for deployment of used electric vehicle batteries for solar application, create a secondary market and provide battery disposal infrastructure an PPP mode.

Support for Research & Development

Rapidly evolving technologies/convergence of low-cost technologies, smart design and integration are the driving forces for encouraging penetration of electric vehicles. In order to encourage participation of industry, academia etc., the multiple initiatives are proposed.

  • Working groups for development of necessary technologies from concept to market in the areas of Drive technologies; Battery technologies; Charging infrastructure & network integration; standards and certification; materials and recycling; quality & training etc.
  • 'Karnataka Electric Mobility Research & Innovation Centre' with state-of-the-art laboratory
  • Startup incubation centre to facilitate developments in electric vehicle mobility.
  • Encouragement to start-ups to develop business models focused on electric vehicles.
  • Research program in collaboration of electric vehicle industry with a focus on battery innovation in Engineering College / Universities.
  • Venture Capital fund for research in e-mobility.

Support for Skill Development

An EV skill development centre will be set up in collaboration with the industry for up-skilling the work force to augment the manpower required for the electric vehicle industry, which will implement the following.

  • Curricula and courses suited to the electric vehicle industry in professional institutes, polytechnics as well as vocational education institutions.
  • Short-term course on electric mobility will be introduced.
  • Encouragement to in-plant training provided by the electric vehicle manufacturers in the state will be encouraged by offering a stipend.
